In measuring Citizen Involvement, the Index looks at how involved residents are in local elections and community initiatives. The Index compares and weighs the involvement of local citizens during Presidential and Mid-Term election periods and measures the gap in participation. The rate of change between these two election periods is a direct indication of citizen involvement in local elections.
General Observations:
Essentially eight of the comparable mountain counties experience a 20% or less gap in voter participation between Presidential Elections and Mid-Term Elections.
Two counties have a voter participation gap approaching 25%.
Six counties have seen a narrowing of the gap in voter participation between election periods.
Routt County Observations:
Routt County has the largest gap between election periods and the rate of this gap is increasing.
