The involvement of people supporting a political party or interest is estimated by measuring the number of contributions made to political campaigns. A higher percentage of unique citizens contributing to campaigns reflects a greater degree of political involvement.
The Index compares unique contributions during similar election periods and measures the gap between the two similar periods. Presidential election periods are compared to each other and Mid-Term election periods are compared to each other. Since there was a change in contribution reporting requirements, the comparison is only between the Presidential Elections of 2004 and 2008. In the next edition of the Index Mid-Term elections 2006 and 2010 will be included.
General Observations:
This measurement compares the gap in unique political contributions as a percent of votes cast in similar election periods. A larger percentage gap indicates a lower citizen involvement.
Grand County has the lowest gap.

Routt County ranks 8th
