As libraries are funded by a mill levy this index identifies public funding of libraries as a a representation for monitoring community support of civic institutions.
General Observations:
Since the baseline year of 2006 all counties experienced an increase in per capita funding .
San Miguel County funding for libraries measured on a per capita basis is over twice that of three counties and six times greater than counties.
Routt County Observations:
Routt County retained the ranking of 3rd for the third year in a row.
Routt County has increased its per capita funding of libaries by 25.8% since the baseline year of 2006.
