Is the community philanthropic?
The intent of this index is to measure how philanthropic the people in a community are.  The percentage of income given to charities can be measured with data collected from the federal tax returns filed by residents within each county.  This measurement can assess the philanthropic nature of a community, and commitment to causes that are valued by the residents.  The higher percentage reflects a higher value on philanthropy.
General Observations:
Pitkin County retains its ranking as the county with the highest percentage of charitable giving as a percent of AGI.
All the other counties with the exceptions of Garfield and Summit counties have experienced a decline in charitable giving from the baseline year of 2005.

Routt County Observations:
Although Routt County has declined in its percentage of charitable giving, the rate of decline has slowed, allowing Routt County to improve its ranking from  9th to 7th.
