What are the levels of ambient conditions, and how will they change over time with increasing population?
Ambient conditions are defined by traffic, noise, light and other human generated elements emitted into our atmosphere that might impact the enjoyment of our community. The Index identifies traffic counts as consistent metric for this category. As particulate, light and/or noise measurements are gathered in a consistent, objective and routine way they will be included in this section of the Index.

General Observations:
Chaffee, Grand, Gunnison and San Miguel have no road segments that exceed 50% of capacity. Eagle County is getting congested faster than any of the other counties.
Routt County Observations:
Routt County has the least traffic congestion of any of the six reporting counties. Of the counties that have seen a reduction in traffic congestion, Routt County's rate has been the fastest.
