4. Ambient Conditions (weight: 10%)
What are the levels of ambient conditions, and how will they change over time with increasing population?
Basis: Ambient Conditions are defined by traffic, noises, light, and any other human generated elements emitted into our atmosphere which might impact the enjoyment of our community. A common term associated with ambient conditions is “night sky viewing,” or being able to see stars at night without light pollution. The Team identified traffic counts as a consistent metric to establish as a baseline for this category. As particulate, light, and/or noise measurements are gathered in a
consistent method, they will also be included in this section of the Index.
