In measuring Citizen Involvement, the Index looks at how involved residents are in local elections and community initiatives.

The Index compares and weighs the involvement of local citizens during non-presidential elections versus presidential election years. The rate of change between presidential and non-presidential years is a direct indication of citizen involvement in local elections.
